That was probably just a "behavior modification" bomb. The target's behavior gets modified right to the hospital. I bet it's approved by Homeland Security so you know it's safe and doesn't really hurt. Modern behavior bombs contain no hydrofluorocarbons so it's good for the environment too.

The cop is getting a bad rap. I wouldn't trust Dwight Evans (in his prime) to make that throw. Heck, it had to be 30'. I'm sure the officer did not intend the behavior bomb to land right in the small crowd directly in front of him.

Clear eyes recognize this guy for what he is. A true hero.
